REGIONAL EXAMINATION ADVISORY
Mabuhay! This is Civil Service Commission Regional Office III Official FB Page on Examination Fee Refund for the Cancelled March 15, 2020 CSE – PPT.
All CSCRO3 Registered Examinees of the Cancelled March 15, 2020 CSE-PPT can avail of the Examination Fee Refund at any of our Field Offices and Regional Office IN PERSON or VIA ONLINE starting June 1, 2021 (Tuesday) to December 22, 2021 only.
 
It is encouraged that examinees file their Request for Refund Form where the exam application was originally filed.
Here are the steps in claiming the refund:
 
1. Book your appointment via the Picktime Schedule of the particular Field or Regional Office where the application was originally filed. Links are listed below.
2. Select the mode of claiming the exam fee refund: IN PERSON or VIA ONLINE.
- If mode of claiming is IN PERSON, please make sure to appear at the concerned field/regional office on the scheduled date bringing all the required documents.
- If VIA ONLINE, kindly scan and send all the required documents to the email address of the concerned field/regional office on the scheduled date.
Refundees are advised to avoid going to the CSC RO/FO without a confirmed appointment/schedule or without advance notice.

Requirements for the Examination Fee Refund
IN PERSON:
1) Accomplished Request for Refund Form (RRF) (Available for Download at www.csc.gov.ph Exam Announcement)
2) Original and Photocopy of valid I.D.
When refund is through an authorized representative, the RRF shall be accomplished by Refundee and submitted by the representative on the schedule of his/her appointment for refund to the RO/FO where the examinee originally filed his/her examination. The following documents shall be submitted by the representative.
1. Request Refund Form;
2. Authorization letter (available for download in the CSC website/RO website);
3. Photocopy of valid ID of the Refundee duly signed by the Refundee;
4. Original and photocopy of the valid ID of the representative.
For deceased registered examinee/refundee, the immediate family member can claim the refund of examination fee by presenting the following documents:
1) Duly filled-out Request Refund Form with notation “deceased” after the name of registered examinee;
2) Original and photocopy of valid ID of the deceased;
3) Death Certificate;
4) Original and photocopy of valid ID of the immediate family member claiming the refund.
 
Examinees can also file their claim for refund through Conduit CSC RO/FO (where the examinee’s present place of residence or work is nearest)
Procedures in claiming the refund through conduit CSCRO/FO:
 
1. The Refundee shall write (by mail, courier, fax, or email) the CSC RO concerned, which has jurisdiction over the place where the examinee filed his/her application to request that his/her refund will be claimed in a specific RO/FO nearest his/her residence or place of work.
Refundee may verify first with the CSC RO as to the most appropriate mode (e.g. mail, courier, fax, email) for sending the letter.
To know the location of the nearest CSC RO/FO, kindly check the CSC directory at www.csc.gov.ph/cscrod.
Together with the letter, he/she shall also submit the RRF and scanned copy of his/her valid ID.
2. Upon receipt of the request, the Authorized/Concerned CSC RO verifies the Refundee’s data from the List of Registered Examinees as to his/her name, birthday, birthplace and home address.
3. Once verified and approved for release of refund, the Authorized/Concerned CSC RO sends a written notice/advisory (through mail, courier, fax, or e-mail) to the Refundee that he/she can proceed to the CSC RO/FO nearest to his/her place of residence/work copy furnished the conduit CSC RO official email created for the purpose. The Authorized/Concerned RO shall also transfer the fund to the account of the conduit RO.
4. The Refundee shall present the notice/advisory to the nearest or conduit RO/FO together with duly filled-out RRF and original and photocopy of valid I.D.
5. The RO/FO shall attach the notice/advisory to the Refundee’s RRF and process the release of refund.
VIA ONLINE:
 
1. Fill out RRF and scan the filled-out form
2. Scan or take a clear photo of front and back sides of any valid government issued ID
3. Send the scanned copy of RRF and ID to the authorized/concerned RO/FO via email. Sending through the CSC RO’s Facebook Page or Messenger account is discouraged for possibility of personal data breach.
4. The concerned RO/FO will validate the documents and process the refund
5. The RO/FO shall notify the Refundees as to when the refund will be released through the payment facility, he/she indicated on the RRF.
6. For deceased registered examinee/refundee, the immediate family member can claim the refund of examination fee by scanning and submitting to authorized/concerned RO the following documents:
 
1) Dully filled out RRF with notation “deceased” after the
name of registered examinee;
2) Valid I.D. of the deceased; 3) Death Certificate; 4) Valid ID
of immediate family member claiming the refund.

As soon as the indicated purpose for the collection is served, we will take necessary steps to destroy, de-identify, or delete your information.

CSC releases 2019 civil service exams calendar

The CSC, through its regional offices nationwide, will administer four types of eligibility examinations with the following schedule—Career Service Examination for Foreign Service Officer (CSE-FSO)–Jan. 27; Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels–Mar. 17 and Aug. 4; and Basic Competency on Local Treasury Examination (BCLTE)–June 23.

CSC RO III enters usufruct agreements for two field offices

The Civil Service Commission (CSC) has entered into two (2) usufruct agreements with the Municipal Government of Sta. Rosa, Nueva Ecija and the Provincial Government of Bulacan for the construction of new field offices in CSC Regional Office III.

Sta. Rosa Municipal Mayor Marita C. Angeles signed the Deed of Usufruct with CSC Chairperson Alicia dela Rosa-Bala on April 5, 2018 at the Sangguniang Bayan Building, Sta. Rosa, Nueva Ecija. Under the agreement, a 267 square meter lot located at Barangay Rizal, Sta. Rosa, Nueva Ecija will be used for the CSC Field Office-Nueva Ecija building for a period of 25 years. The signing of usufruct deed was also graced by Commissioner Leopoldo Roberto W. Valderosa Jr., CSC RO III Regional Director Nelson G. Sarmiento, Assistant Regional Director Carlos P. Rabang, Nueva Ecija Field Office Director II Edgar M. Martinez, Sta. Rosa Municipal Vice Mayor Eliseo DG. Angeles, Sangguniang Bayan Members, and officials of Nueva Ecija of Personnel Officers (NECPO) and Personnel Officer Association of Water Districts (POAWD).

The Provincial Government of Bulacan allowed the CSC to use the 1,200 square meter lot located at the back of the Provincial Capitol Building in Barangay Guinhawa, Malolos City for the construction of CSC FO-Bulacan. CSC Chairperson Alicia dela Rosa-Bala and Bulacan Provincial Governor Wilhelmino M. Sy-Alvarado formally signed the usufruct agreement last April 15, 2018 at the Official Residence of the Provincial Governor, Capitol Compound, City of Malolos, Bulacan.

Presently, field offices in Nueva Ecija and Bulacan are both housed at the Provincial Capitol Compound of Nueva Ecija and Bulacan, respectively.

CSC releases Computerized Exam schedule for 2018 1st semester

The Civil Service Commission (CSC) reminds the public that aside from the traditional pen-and-paper mode, the Career Service Examination can also be taken through a computerized mode—CSC Computerized Examination (COMEX).

The CSC recently released the dates for the COMEX at CSC Central Office and Regional Offices. The CSC Central Office will conduct COMEX-Professional level on February 6 and 13, April 3, 17, and 24, May 8 and 22, and June 5 and 19. The Sub-Professional level will be conducted on January 30 and May 29.

COMEX-Professional level of exam in participating CSC Regional Offices will be on February 8 and 15, April 12, 19, and 26, May 17 and 24, and June 7, 21, and 28. The Sub-Professional level will be conducted on May 31.

CSC lauds ‘ARTAnized’ offices, cites them public service giants

The Civil Service Commission (CSC) yesterday recognized government offices which best complied with the provisions of the Anti-Red Tape Act (ARTA), a law which aims to improve frontline services.  The activity, “ARTAnized: The ARTA Dekada Celebration”, highlighted the accomplishments in the 10-year implementation of ARTA.

“It is quite overwhelming to see today a bright future for the Philippine public service, as we are now accompanied by a number of public service giants or those who have shown passion in complying with the Anti-Red Tape Act—the ARTAnized offices and agencies, that is how we call them,” CSC Chairperson Alicia dela Rosa-Bala said in her keynote message.

Among the major provisions of ARTA are the implementation of the No Noon Break Policy, Anti-Fixer campaign, conduct of the ARTA Report Card Survey (RCS), conferment of the Seal of Excellence Award, and posting of the Citizen’s Charter, a tool to help curb corruption as it informs citizens of the step-by-step process of frontline services, the time it entails to finish each step, and the required fees.

CSC releases 2017 anti-red tape survey results, sees improvement in ARTA’s 10-year implementation

The Civil Service Commission (CSC) released the results of the 2017 Anti-Red Tape Act Report Card Survey (ARTA RCS) showing that out of the 583 offices that have been surveyed, 81.65% or 476 offices passed.

The CSC conducts the RCS annually to check an agency’s overall client satisfaction and compliance with Republic Act No. 9485 or Anti-Red Tape Act, a law which aims to improve frontline service delivery in the government.

“The CSC noted a consistent increase in the percentage of service offices passing the survey, from 78% in 2010 to 81.65% in 2017,” CSC Chairperson Alicia dela Rosa-Bala said.

Of those which passed, 61 (12.81%) received Excellent rating while three (3) offices (.63%) were rated Outstanding. A total of 328 (68.91%) garnered a Good rating, and 84 offices (17.65%) got Acceptable. For not meeting set standards, 92 offices (15.78%) Failed the RCS; 15 offices had zero respondents thus did not get any rating.

CSC confers new Local Treasurer Eligibility on 1,234

January 23, 2018

The Civil Service Commission (CSC) has conferred the Local Treasurer Eligibility on 1,234 individuals out of 6,521 examinees of the Basic Competency on Local Treasury Examination (BCLTE) held last November 26, 2017.

Janine Lynn Ochia from Northern Mindanao (Region X) topped the exam with a 92.78 rating, followed by Alvim Batol from SOCCKSARGEN (Region XII) with a 91.67 rating. Remar Doromal also from Region XII and Kevin Pumares from Ilocos (Region I), tied in third place with a 90.28 rating.

Geographically, Ilocos Region (Region I) obtained the highest passing rate of 29.91% or 134 passers out of 448 examinees. Eastern Visayas (Region VIII) followed with 26.21% passing rate, representing 103 passers out of 393 examinees. Placing third was Southern Tagalog (Region IV), registering a 24.90% passing rate or 131 passers out of 526 examinees.

The Local Treasurer Eligibility (LTE), the latest eligibility instituted by the CSC, is a second level eligibility appropriate for appointment only to Local Treasurer and Assistant Local Treasurer positions and to positions under the Financial Services that do not involve practice of profession and are not covered by Bar/Board or special laws. See More...

Emergency leave available to state workers affected by typhoons, natural disasters

July 24, 2014

“Civil servants may avail of the special emergency leave,” said Civil Service Commission (CSC) Chairman Francisco T. Duque III in light of the recent typhoon Glenda which left seven provinces under state of calamity.

CSC Resolution No. 1200289 issued on Feb. 8, 2012 grants a five-day special emergency leave to government workers directly affected by natural disasters, specifically to those who are stranded in affected areas, suffering from disease/illness caused by natural calamity/disaster, taking care of immediate family members affected by natural calamity/disaster, or in need of urgent repair and clean-up of damaged houses.

The 114th Philippine Civil Service Anniversary (PCSA) with the theme “Tapat na Serbisyo Alay Ko Dahil Lingkod Bayani Ako” kicks off with a fun run on Sept. 6, 5:00 a.m. at the SM Mall of Asia Complex in Pasay City.

The Civil Service Commission (CSC) opened registration to the R.A.C.E. to Serve Fun Run.

Now on its fourth year, the fun run is open to all Filipino citizens 18 years old and above. Participants below 18 years old will be required to secure permission from their parents or guardians.

Registration fee is PHP150 inclusive of race bib.

CSC opens choral fest for civil servants

The Civil Service Commission (CSC) invites government choral groups to participate in the Government Choral Competition.

“The competition aims to showcase the musical creativity of state workers, promote Filipino culture and arts, and inculcate in the minds of public servants a culture of excellence in public service,” said CSC Chairman Francisco T. Duque III.

Grand prize winners will receive PHP150,000 cash prize and plaque. First, second, and third runners-up will receive plaques and PHP100,000, PHP70,000, and PHP50,000, respectively.

Filing of application for foreign service officer exam extended

Filing of application for the Career Service Examination – Foreign Service Officer (CSE-FSO) is extended.

Interested applicants may still submit their applications in person until July 7 at any Regional Consular Office/Satellite Office of the Department of Foreign Affairs (DFA) or at Philippine embassies or consulates around the world, and until July 14 at the DFA Board of Foreign Service Examinations (BFSE) in Pasay City.

Barangay officials qualify for special CSC eligibility

Elected and appointed barangay officials may apply for the Barangay Official Eligibility (BOE) issued by the Civil Service Commission (CSC). 

BOE is a privilege granted to barangay officials, including Sangguniang Kabataan (SK) chairpersons, who have rendered at least one term of office in one barangay. Said eligibility is equivalent to a Career Service Subprofessional eligibility suitable for first level positions in government or job positions which involve clerical, trades, crafts, and custodial service.

Application for Foreign Service Officer exam ongoing

The Civil Service Commission (CSC) will administer the Career Service Examination for Foreign Service Officer (CSE-FSO) in select testing centers across the country on Aug. 10. 

Applications may be filed until June 13, 2014 at any Regional Consular Office of the Department of Foreign Affairs (DFA), or at Philippine embassies or consulates abroad; and until June 20, 2014 at the DFA Board of Foreign Service Examinations, Pasay City. Applicants should submit their applications in person.

Duque reiterates gov’t fight against red tape

“The head of office or agency shall be primarily responsible for the implementation of the Anti-Red Tape Act,” said Civil Service Commission (CSC) Chairman Francisco T. Duque III upon the release of CSC Memorandum Circular No. 9, s. 2014 reiterating agency compliance with the landmark law aimed at curbing red tape and improving frontline service delivery. 

“It is command responsibility,” added Chairman Duque, detailing that appropriate charges may be filed against the head of office or agency in case of failure to comply with the Anti-Red Tape Act (ARTA) rules. 

The memo enumerated other pertinent provisions of the ARTA and its implementing rules and regulations.

Philippines, Australia partner to build up human resource industry for 2015 ASEAN integration

Australia and the Philippines are strengthening their partnership to build up the Philippines’ human resource industry as the country gets ready for 2015 ASEAN economic integration. 

Over a thousand Filipino public and private human resource (HR) and organisational development (OD) experts gathered together in Cebu City for the HR Symposium 2014. The event is a joint undertaking of the Civil Service Commission (CSC) and the Australian Government through the Philippines Australia Human Resource and Organisational Development Facility (PAHRODF).
