The Civil Service Commission (CSC) has announced the schedule of civil service examinations to be conducted in 2019 via the Pen and Paper mode.
The CSC, through its regional offices nationwide, will administer four types of eligibility examinations with the following schedule—Career Service Examination for Foreign Service Officer (CSE-FSO)–Jan. 27; Career Service Examination, Pen and Paper Test (CSE-PPT) for Professional and Subprofessional levels–Mar. 17 and Aug. 4; and Basic Competency on Local Treasury Examination (BCLTE)–June 23.

Sta. Rosa Municipal Mayor Marita C. Angeles signed the Deed of Usufruct with CSC Chairperson Alicia dela Rosa-Bala on April 5, 2018 at the Sangguniang Bayan Building, Sta. Rosa, Nueva Ecija. Under the agreement, a 267 square meter lot located at Barangay Rizal, Sta. Rosa, Nueva Ecija will be used for the CSC Field Office-Nueva Ecija building for a period of 25 years. The signing of usufruct deed was also graced by Commissioner Leopoldo Roberto W. Valderosa Jr., CSC RO III Regional Director Nelson G. Sarmiento, Assistant Regional Director Carlos P. Rabang, Nueva Ecija Field Office Director II Edgar M. Martinez, Sta. Rosa Municipal Vice Mayor Eliseo DG. Angeles, Sangguniang Bayan Members, and officials of Nueva Ecija of Personnel Officers (NECPO) and Personnel Officer Association of Water Districts (POAWD).
The Provincial Government of Bulacan allowed the CSC to use the 1,200 square meter lot located at the back of the Provincial Capitol Building in Barangay Guinhawa, Malolos City for the construction of CSC FO-Bulacan. CSC Chairperson Alicia dela Rosa-Bala and Bulacan Provincial Governor Wilhelmino M. Sy-Alvarado formally signed the usufruct agreement last April 15, 2018 at the Official Residence of the Provincial Governor, Capitol Compound, City of Malolos, Bulacan.
Presently, field offices in Nueva Ecija and Bulacan are both housed at the Provincial Capitol Compound of Nueva Ecija and Bulacan, respectively.

The Civil Service Commission (CSC) reminds the public that aside from the traditional pen-and-paper mode, the Career Service Examination can also be taken through a computerized mode—CSC Computerized Examination (COMEX).
The CSC recently released the dates for the COMEX at CSC Central Office and Regional Offices. The CSC Central Office will conduct COMEX-Professional level on February 6 and 13, April 3, 17, and 24, May 8 and 22, and June 5 and 19. The Sub-Professional level will be conducted on January 30 and May 29.
COMEX-Professional level of exam in participating CSC Regional Offices will be on February 8 and 15, April 12, 19, and 26, May 17 and 24, and June 7, 21, and 28. The Sub-Professional level will be conducted on May 31.

The Civil Service Commission (CSC) yesterday recognized government offices which best complied with the provisions of the Anti-Red Tape Act (ARTA), a law which aims to improve frontline services. The activity, “ARTAnized: The ARTA Dekada Celebration”, highlighted the accomplishments in the 10-year implementation of ARTA.
“It is quite overwhelming to see today a bright future for the Philippine public service, as we are now accompanied by a number of public service giants or those who have shown passion in complying with the Anti-Red Tape Act—the ARTAnized offices and agencies, that is how we call them,” CSC Chairperson Alicia dela Rosa-Bala said in her keynote message.
Among the major provisions of ARTA are the implementation of the No Noon Break Policy, Anti-Fixer campaign, conduct of the ARTA Report Card Survey (RCS), conferment of the Seal of Excellence Award, and posting of the Citizen’s Charter, a tool to help curb corruption as it informs citizens of the step-by-step process of frontline services, the time it entails to finish each step, and the required fees.

The Civil Service Commission (CSC) released the results of the 2017 Anti-Red Tape Act Report Card Survey (ARTA RCS) showing that out of the 583 offices that have been surveyed, 81.65% or 476 offices passed.
The CSC conducts the RCS annually to check an agency’s overall client satisfaction and compliance with Republic Act No. 9485 or Anti-Red Tape Act, a law which aims to improve frontline service delivery in the government.
“The CSC noted a consistent increase in the percentage of service offices passing the survey, from 78% in 2010 to 81.65% in 2017,” CSC Chairperson Alicia dela Rosa-Bala said.
Of those which passed, 61 (12.81%) received Excellent rating while three (3) offices (.63%) were rated Outstanding. A total of 328 (68.91%) garnered a Good rating, and 84 offices (17.65%) got Acceptable. For not meeting set standards, 92 offices (15.78%) Failed the RCS; 15 offices had zero respondents thus did not get any rating.

The Civil Service Commission (CSC) has conferred the Local Treasurer Eligibility on 1,234 individuals out of 6,521 examinees of the Basic Competency on Local Treasury Examination (BCLTE) held last November 26, 2017.
Janine Lynn Ochia from Northern Mindanao (Region X) topped the exam with a 92.78 rating, followed by Alvim Batol from SOCCKSARGEN (Region XII) with a 91.67 rating. Remar Doromal also from Region XII and Kevin Pumares from Ilocos (Region I), tied in third place with a 90.28 rating.
Geographically, Ilocos Region (Region I) obtained the highest passing rate of 29.91% or 134 passers out of 448 examinees. Eastern Visayas (Region VIII) followed with 26.21% passing rate, representing 103 passers out of 393 examinees. Placing third was Southern Tagalog (Region IV), registering a 24.90% passing rate or 131 passers out of 526 examinees.
The Local Treasurer Eligibility (LTE), the latest eligibility instituted by the CSC, is a second level eligibility appropriate for appointment only to Local Treasurer and Assistant Local Treasurer positions and to positions under the Financial Services that do not involve practice of profession and are not covered by Bar/Board or special laws. “Civil servants may avail of the special emergency leave,” said Civil Service Commission (CSC) Chairman Francisco T. Duque III in light of the recent typhoon Glenda which left seven provinces under state of calamity.
CSC Resolution No. 1200289 issued on Feb. 8, 2012 grants a five-day special emergency leave to government workers directly affected by natural disasters, specifically to those who are stranded in affected areas, suffering from disease/illness caused by natural calamity/disaster, taking care of immediate family members affected by natural calamity/disaster, or in need of urgent repair and clean-up of damaged houses.

The Civil Service Commission (CSC) opened registration to the R.A.C.E. to Serve Fun Run.
Now on its fourth year, the fun run is open to all Filipino citizens 18 years old and above. Participants below 18 years old will be required to secure permission from their parents or guardians.

The Civil Service Commission (CSC) invites government choral groups to participate in the Government Choral Competition.
“The competition aims to showcase the musical creativity of state workers, promote Filipino culture and arts, and inculcate in the minds of public servants a culture of excellence in public service,” said CSC Chairman Francisco T. Duque III.
Grand prize winners will receive PHP150,000 cash prize and plaque. First, second, and third runners-up will receive plaques and PHP100,000, PHP70,000, and PHP50,000, respectively.

Interested applicants may still submit their applications in person until July 7 at any Regional Consular Office/Satellite Office of the Department of Foreign Affairs (DFA) or at Philippine embassies or consulates around the world, and until July 14 at the DFA Board of Foreign Service Examinations (BFSE) in Pasay City.

BOE is a privilege granted to barangay officials, including Sangguniang Kabataan (SK) chairpersons, who have rendered at least one term of office in one barangay. Said eligibility is equivalent to a Career Service Subprofessional eligibility suitable for first level positions in government or job positions which involve clerical, trades, crafts, and custodial service.
The Civil Service Commission (CSC) will administer the Career Service Examination for Foreign Service Officer (CSE-FSO) in select testing centers across the country on Aug. 10.
Applications may be filed until June 13, 2014 at any Regional Consular Office of the Department of Foreign Affairs (DFA), or at Philippine embassies or consulates abroad; and until June 20, 2014 at the DFA Board of Foreign Service Examinations, Pasay City. Applicants should submit their applications in person.
“The head of office or agency shall be primarily responsible for the implementation of the Anti-Red Tape Act,” said Civil Service Commission (CSC) Chairman Francisco T. Duque III upon the release of CSC Memorandum Circular No. 9, s. 2014 reiterating agency compliance with the landmark law aimed at curbing red tape and improving frontline service delivery.
“It is command responsibility,” added Chairman Duque, detailing that appropriate charges may be filed against the head of office or agency in case of failure to comply with the Anti-Red Tape Act (ARTA) rules.
The memo enumerated other pertinent provisions of the ARTA and its implementing rules and regulations.
